APS Facility Fee: Advocacy Win

How ASFS PTA (with other APS PTAs) pushed the APS facility fee down from an estimated $28,620/year to $6,000/year — and the family-facing fee from $80/class down to $15/class.

Where We Started: Category 4, 2-Hour Minimum, Cleaning Fees

When Policy K-7 first went into effect, APS classified Baroody-type enrichment providers as Category 4, billed at:

  • $51/hour for a classroom, $76/hour for a specialty room (art room, library)

  • A 2-hour minimum on every booking, regardless of actual class length

  • An $11 cleaning fee added on top

That worked out to $113 per class meeting for a standard classroom class — even though most classes only run one hour.

Estimated impact: ~$28,620/year in new facility fees across our indoor Baroody classes, averaging $134 added cost per student (a 56% price increase on the average class).

This is what originally drove the proposed $80/class ($160 for Intermediate Spanish) family-facing fee — sized to fully cover the Category 4 cost.

PTA Advocacy

ASFS PTA joined forces with other APS PTAs to push back, sharing data on the real cost to families and asking the district to reconsider. Superintendent Francisco Durán responded directly.

Mid-Point Win: Reclassified to Category 3

APS agreed to recategorize Baroody-type providers from Category 4 to Category 3, cutting the hourly rate roughly in half — from $51/hour to $25/hour. At that point, the 2-hour minimum and cleaning fee were still assumed to apply, bringing the cost to $61 per class meeting.

Estimated impact: ~$14,640/year — a 49% reduction from where we started.

The Latest Win: No 2-Hour Min, No Cleaning Fee

APS confirmed yesterday (!) that rooms will be billed for the actual 1 hour used (no 2-hour minimum) with no cleaning fee — resolving the two open questions from the Category 3 letter in our favor.

New cost: $25 per class meeting (down from $113).

Estimated impact: ~$6,000/year — a 79% total reduction from the original Category 4 estimate, averaging just $28 added cost per student (an 11.8% increase, down from 56%).

Bottom Line: What This Means for Families

Because the actual facility cost dropped so much, PTA was able to lower the family-facing fee well below the original ask — and even below the new true cost, with PTA absorbing the small remaining gap:

Original proposed family fee: $80/class ($160 Intermediate Spanish) → Final family fee: $15/class ($30 Intermediate Spanish)

That's an 81% reduction in what families pay — while PTA's own exposure to cover the gap between the $15 fee and actual cost is now just a few hundred dollars for the whole fall session, not the several thousand it would have been under the original terms.
